How the police shuttle quickly on the busy streets without threatening the safety of the pedestrian. There is a shopping street in the CBD of Perth which allows only the pedestrians and bikes to move on it. The local police achieve the mission of patrol using bikes. As a tourist, that's novel to me, I've never seen a policeman riding bikes, don't even mention to ride a horse. (Maybe it does have somewhere, I don't know)

It won't be a problem in finance for the Taiwanese police to patrol by bikes, the only issue is probably safety. Cars always have the higher priority in using roads than motorcycles, bikes, pedestrians, it's a little dangerous for the pedestrians and bikes to compete for roads. There is one more consideration in the finance to patrol by horse, it costs at least 1,000,000 NTD to buy a horse (I guess). In Australia, I think the financial issue to buy a horse is nnot so big, I often see horses raising on the farm in the country.
